Because the website appeal process is/was not working, I sent certified mail and did my best to upload appeal to the website porthole. I hereby appeal the attached determination and request immediate adjudication for inter alia, (among other things) the following reasons, including but not limited to:

This is in response to the letter received September 23, 2020 stating that I am not qualified for CARES PUA benefits. It is unclear to me how you arrived at the conclusion. I have attached (uploaded) to this appeal my Paypal history, tax return showing I'm 100% a self employed person. I’m a freelancer that was most certainly affected by the covid disaster.

I'm a freelance Website builder / Graphic Designer / Twitter marketer, my niche is the sports business, and sports has been shut down MAR 9th - JUL 23rd from COVID, directly affecting my earnings. See attached proof of my Paypal year over year my payments down 80% from 3/9 - 7/23 during the covid shutdown. And also included a recently filed 2019 tax return showing I’m 100% a self employed person.

On July 8, I sent (certified mail *proof attached) DETR signed for - all my 2019 and 2020 Paypal earnings statements to date showing year over year my loss of earnings plus my Nevada Driver license. Because my claim vanished from your system… I’m sure you are well aware of these problems. 

I’m not sure how to handle these types of complex legal issues, I’m just a freelancer. I hope this is correct... Now I have to be an “unemployment lawyer” to get Cares benefits. Trying to navigate this crackerjack operation. The accounting on your employnv.gov the (claim summary) is NOT CORRECT, I received 5 payments. Your website is screwed up very badly.

I therefore request that you review and reconsider my claims again along with all the attached documents here.

The conduct of DETR constitutes a taking of property without due process see, e.g. California Department of Human Resources Development v. Java, 402 U.S. 121 (1971). Since I am unemployed, I further ask that DETR pay all my legal expenses in this appeal.
