Nationwide-The crime rate in Shreveport, LA is high. In fact, it seems daily there are reports of someone being shot, injured, and/or killed from gun violence. One global Activist and Shreveport native wants to change that. Activist Greshun De Bouse has launched a new Clean Up Crime Initiative or CUCI (pronounced q°see) #cleanup crime, to help curb violence, namely gun violence in Shreveport, LA and abroad. De Bouse says,
While I respect what the City of Shreveport and Shreveport Green are attempting to do through the #cleanershreveport initiative, what good is a clean city with no residents to occupy it? With Shreveport or any other city consistently losing occupying residents due to gun violence, significant population decrease is inevitable. Is the Shreveport Real Time Crime Center (R.T.C.C.) really efficacious? Has law inforcement really been able to "respond quickly, or even immediately, to crimes in progress or to those that recently occurred," as is one of the stated purposes of the R.T.C.C.? Rather than focusing on less important matters like cleaning up trash, let's focus on #cleanup crime to clean up the criminal trash for a safer Shreveport. I am willing to work with any agency who is willing to work with me and my team toward this goal.
De Bouse's #cleanupcrime initiative seeks to identify and improve deficiencies in the Shreveport R.T.C.C. in an effort to further improve law enforcement response times to in-progress crimes, mandate background checks for gun purchases, even for private sellers at gun shows, and more, all to curb crime in Shreveport.
De Bouse says, "Some warning signs of an individual's propensity to misuse a gun or abuse gun ownership may be caught in the background check phase."
Now Activist Greshun De Bouse has been working to reduce crime in Shreveport since 2018 by encouraging more extensive and expansive SPD officer training, improve the quality of applicants recruited for the police academy, training newly-licensed youth on how to properly interact with police during a potential traffic stop to reduce needless police shooting of citizens (as was an issue), working with certain Neighborhood Associations in the city's highest-crime areas to identify safety needs, and facilitating positive police-citizen interactions.
According to CNN Politics
Under federal law, anyone who is purchasing a gun from a federal firearms licensed (FFL) dealer must go through the National Instant Criminal Background Check System (NICS). These licensed dealers include anyone trying to make money by selling guns, or who sell guns regularly. They must be an FFL dealer and regardless of where they sell guns (online, at a store or gun show) they have to put buyers through the NICS.
On the other hand, CNN Politics states,
Under federal law, private sellers not looking to turn a profit and who "only make occasional sales of firearms from (a) personal collection" do not have to run buyers through a background check system, according to the ATF. The private seller exemption is often referred to as the "gun-show loophole.
CUCI Founder Activist Greshun De Bouse states
Currently Louisiana does not require private sellers (unlicensed dealers) to initiate background checks when transferring a firearm. Because of this background check bypass, firearms may be transferred into the hands of persons prohibited from purchasing and/or possessing a firearm. Some such persons are they who have been convicted of, or found not guilty by reason of insanity for certain violent felonies, various burglary types, any sex-offense-defined crime, unauthorized entry of an inhabited dwelling, felony illegal use of weapons, and more. Thus, I consider the background check a critical component of my #CLEANUPCRIME initiative, and initial line of defense for firearms being placed in the hands prohibited persons who may misue the firearms. CUCI serves to keep firearms out of the hands of persons legally deemed to have a greater propensity for firearm misuse, and does not seek to interfere with the Second Amendment rights of U.S. citizens. Gun violence is quite rampant in Shreveport, and it is high time to diligently work to #cleanupcrime.
