City Council Members of San Bernardino and the Mayor to be Shut Out from Upcoming New City Manager Selection!

Thursday, April 24th, 2025 - San Bernardino, CA.

In an attempt to shut the citizens of San Bernardino’s full City Council representation from selecting who will be the new City Manager, several members will proceed on the weekend of April 25th to select a new City Manager.

While city governance has been problematic with insurmountable challenges with management issues surrounding homelessness, City mandates, funding and alleged corruption issues, San Bernardino is once again faced with hiring a new City Manager, and this time around members are breaking from the full council’s involvement as well as that of the Mayor, Helen Trans.

The council will be interviewing Friday and Sunday in a closed door session without all 8 members of the elected body present for the selection city manager. Eight elected officials would ordinarily be present to make informed decisions to appoint the next permanent city manager, but apparently taking a cue from the recent constitutional challenges in Washington, D.C., certain members have decided to push forward without the full council vote and without the Mayor vote.

In San Bernardino, there only needs to be 5 of the 8 council elected council members to make such a significant decision, and that is just what is going to happen over a two day period, Friday, April 25th and then again on Sunday, April 27th.

One city council member is quoted saying “it is absolutely undemocratic and unfair to the 225 thousand residents of San Bernardino!”

At the time of this news announcement, no specific reasons were given for the city council members and Mayor’s shut out for this decision, but in a March 25 article from the Voice 50 online news, it was reported that this situation became a firestorm of an issue when:

Several San Bernardino residents expressed concern about the resignation of Acting City Manager Rochelle Clayton and the censure of Council member Kimberly Calvin during a recent city council meeting. Calvin accused the city of illegally giving away public funds to people who are not entitled to them, citing the case of Steve Carrigan, who was awarded $800,000 in a lawsuit. Former San Bernardino 6th Ward Councilman Rikke Van Johnson also addressed the council, criticizing their conduct and accusing them of targeting “honest council members like Calvin” because she “called out [their] illicit behavior.”

When Mayor Tran was asked about her being blocked from this weekend’s closed door City Council meeting, she says “
